WASHINGTON, Sept. 11 -- Sen. Sherrod Brown, D-Ohio, ranking member of the Senate Banking, Housing and Urban Affairs Committee, issued the following speech at the National Association of Federally-Insured Credit Unions' Congressional Caucus Conference:
