WASHINGTON, Sept. 5 -- Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, and Ranking Member Michael McCaul, R-Texas, issued the following joint statement condemning Russia's failure to hold free elections in Moscow and St. Petersburg and its crackdown on protestors:
