WASHINGTON, Sept. 5 -- Rep. Michael McCaul, R-Texas, ranking Republican member of the House Foreign Affairs Committee, and Chairman Eliot L. Engel, D-New York, issued the following joint statement condemning Russia's failure to hold free elections in Moscow and St. Petersburg and its crackdown on protestors:
