EL PASO, Texas, Sept. 4 -- Rep. Veronica Escobar, D-Texas, issued the following statement after the Defense Department notified her that the Pentagon will transfer $3.6 billion from military construction funds, including $145 million from Fort Bliss, White Sands, and Holloman Air Force Base to build the border wall:
