SAN ANTONIO, Texas, Sept. 4 -- Rep. Joaquin Castro, D-Texas, chairman of the Congressional Hispanic Caucus, vice chairman of the House Foreign Affairs committee and a member of the House Intelligence and Education and Labor committees, issued the following statement in response to the announcement that the Trump administration will be moving forward with its allocation of military construction projects to fund the border wall:
