FORT WORTH, Texas, Sept. 4 -- Rep. Kay Granger, R-Texas, ranking member of the House Appropriations Committee, issued the following statement regarding the Transportation Department's plans to move forward with a rule of particular applicability for the Texas high speed rail project, slated to connect Dallas and Houston:
