WASHINGTON, Aug. 30 -- Sen. Benjamin Cardin, D-Maryland, ranking member of the Senate Foreign Relations subcommittee on Western Hemisphere, issued the statement in response to the announcement that former Revolutionary Armed Forces of Colombia leaders would take up arms once again:
