WASHINGTON, Aug. 8 -- Rep. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, issued the following statement in response to the United Nation's Intergovernmental Panel on Climate Change's report on climate change and land use:
