WASHINGTON, July 31 -- Sen. Jack Reed, D-Rhode Island, ranking member of the Senate Appropriations subcommittee on Transportation, Housing and Urban Development and Related Agencies, issued the following opening statement at a hearing on the oversight of the Federal Aviation Administration:
