WASHINGTON, July 31 -- Rep. Steve Womack, R-Arkansas, ranking Republican member of the House Budget Committee, issued the following statement after Sen. Mike Enzi, R-Wyoming, chairman of the Senate Budget Committee, released proposals to fix budget and appropriations process:
