WASHINGTON, July 24 -- Rep. Lloyd Doggett, D-Texas, issued the following statement regarding ex-Special Counsel Robert Mueller's testimony:
"President Trump was not placed in handcuffs because Mueller's investigation was handcuffed. The only reason that he could not indict Trump, as Michael Cohen was indicted, was because the Department of Justice Office of Legal Counsel (OLC) prevented the indictment of a sitting President.
