WASHINGTON, July 12 -- Reps. Eliot Engel, D-New York, chairman of the House Foreign Affairs Committee, and Michael McCaul, R-Texas, Committee's ranking member, issued the following statement on Turkey's acquisition of the Russian S-400 air and missile defense system:
