WASHINGTON, July 11 -- Rep. David Cicilline, D-Rhode Island, issued the following statement after the Small Business Reorganization Act (H.R. 3311) that he introduced with Rep. Ben Cline, R-Virginia, passed the House Judiciary Committee:
