WASHINGTON, July 11 -- The House Natural Resources subcommittee on Energy and Mineral Resources issued the following testimony by Steve Charter, testified on behalf of the Northern Plains Resource Council and Western Organization of Resource Councils, at a hearing on the future of the federal coal program:
