HONOLULU, Hawaii, July 11 -- The National Organization for the Reform of Marijuana Laws issued the following news release:
Democratic Gov. David Ige failed to take action on Tuesday on legislation decriminalizing low-level marijuana possession offenses, thereby allowing the measure to become law without his signature.
