WASHINGTON, July 11 -- Sen. Jack Reed, D-Rhode Island, ranking member of the Senate Armed Services Committee, issued the following opening statement at a committee hearing on Gen. Mark Milley's nomination to be chairman of the Joint Chiefs of Staff:
