WASHINGTON, June 27 -- Rep. Adriano Espaillat, D-New York, issued the following statement on House passage of a $4.5 billion emergency supplemental appropriations bill (H.R. 3401) to address the urgent humanitarian situation at the U.S.-Mexico border:
