WASHINGTON, June 25 -- Rep. Marcy Kaptur, D-Ohio, issued the following statement after the House passed the appropriations bill (H.R. 3055), which consists of the Commerce, Justice and Science, Agriculture and Rural Development, Interior and Environment, Military Construction and Veterans' Affairs and Transportation and Housing and Urban Development for fiscal 2020:
