Sen. Carper Issues Statement on EPA Clean Power Plan Rule

WASHINGTON, June 19 -- Sen. Tom Carper, D-Delaware, ranking Democratic member of the Senate Environment and Public Works Committee, issued the following statement after the Environmental Protection Agency announced its final rule to repeal and replace the Clean Power Plan:
