WASHINGTON, June 19 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following statement at the Subcommittee on Constitution, Civil Rights and Civil Liberties hearing on the Commission to Study and Develop Reparation Proposals for African-Americans Act (H.R. 40):
