ALBANY, New York, June 19 -- Gov. Andrew Cuomo, D-New York, issued the following statement on sexual abuse legislation:
"Sexual abuse is a far too widespread and pervasive stain on our society, and the five-year statutes of limitations for rape in the second and third degrees has been an abject dereliction of justice.
