ROCKVILLE, Maryland, March 15 -- Montgomery County Public Schools issued the following statement by President Michael A. Durso and Montgomery County Public Schools Superintendent Jack R. Smith in response to County Executive Isiah Leggett's recommended operating budget for fiscal 2019:
