HARRISBURG, Pennsylvania, March 15 -- The Pennsylvania House Democrats issued the following news release:

Fearing that school districts are continuously spending beyond their means and leaving taxpayers no choice but to foot the bill, state Rep. Tony DeLuca, D-Allegheny, has introduced legislation that would require school districts to ask the taxpayer's permission to raise property taxes in certain instances.
