WASHINGTON, Dec. 19 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:
The proposal is an excellent one but is planned to be located in precisely the wrong area. The Santa Barbara Channel serves as a corridor for migrations of sea and avian animals, some endangered.
