WASHINGTON, Feb. 27 -- Rep. Anthony G. Brown, D-Md., has introduced the Helicopter Data and Voice Recorder Requirement Act (H.R. 5974) to amend title 49, U.S. Code, "to make it unlawful for any air carrier to operate certain helicopters without a flight data recorder and cockpit voice recorder."
