WASHINGTON, Jan. 25 -- Rep. Zoe Lofgren, D-Calif., has introduced legislation (H.R. 5675) to amend the Foreign Intelligence Surveillance Act of 1978 "to protect privacy rights." Sen. Portman Introduces Bill on Provision of Home, Community-Based Services
