Frank announced that Jamie Betances, a/k/a "Booger," "Booga," Buga," "Ice," 30, of Rochester, New York, pled guilty today in U.S. District Court to conspiracy to distribute heroin, fentanyl and cocaine base, commonly known as "crack."
