WASHINGTON, March 24 -- WPI Services LLC dba Systecon North America (Systecon), of Juno Beach, Florida, has lost its protest against the Department of the Army, U.S. Army Materiel Command's award of a sole-source contract to Repkon USA Defense LLC, of Tampa, Florida. The contract, valued at $435 million, is for the design, construction, and commissioning of a domestic trinitrotoluene (TNT) facility in Graham, Kentucky.
