FRANKFORT, Kentucky, March 21 -- The Kentucky Public Service Commission (PSC) has approved East Kentucky Power Cooperative, Inc.'s (EKPC) application to issue up to $450 million in secured or unsecured debt obligations, despite a minor deviation from filing requirements.
