LITTLE ROCK, Arkansas, Aug. 16 -- The office of the U.S. Attorney for the Eastern District of Arkansas issued the following news release on Aug. 15, 2024: Joseph Riggins, Jr., will spend 25 years in federal prison for distributing fentanyl that resulted in a person's death.
