WASHINGTON, May 22 -- Rep. Elijah Cummings, D-Md., issued the following statement on the Supreme Court's ruling in Cooper v Harris. The decision found that two congressional districts in North Carolina were unconstitutional, because they were designed to dilute the votes of African American residents.
"Today's Supreme Court ruling is encouraging and sends a strong message that officials in North Carolina will not be allowed to try to 'fix' the vote based on racial discrimina . . .
