FROSTBURG, Md., March 9 -- Frostburg State University issued the following news release:
The Upward Bound Program of Frostburg State University is currently accepting applications. This pre-college program is designed to assist 77 qualified Allegany County students in developing the skills and motivation necessary for success in high school and college.
