WASHINGTON, Feb. 23 -- The U.S. Department of State announced that it expects to award a cooperative agreement for exchange programs on securing Japan's research space. The agency description of the cooperative agreement states: "U.S. Embassy Tokyo's Public Affairs Section of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to arrange a U.S. exchange program for 6-10 Japanese university and government officials to travel   more
