ALEXANDRIA, Va., Aug. 3 -- Stewart S. Taylor of Beaverton, Ore., Georgios Palaskas of Portland, Ore., and Ian A. Rippke of Ithaca, N.Y., have developed methods for modulating and amplifying communications signals.
