WASHINGTON, Dec. 12 -- The U.S. Energy Department's Western Area Power Administration, Lakewood, Colo., has issued a pre-solicitation notice (DE-SOL-0005011) for the construction of a high voltage electrical substation. This award will be valued between $1 million and $5 million. It was posted on Dec. 11 with a response date of Feb. 14. Place of performance will be in Williston, N.D. . . .
