ALEXANDRIA, Va., March 5 -- Zhiyong Wang of Clifton Park, N.Y., James R. Heflin Jr. of Blacksburg, Va., and Siddharth Ramachandran of Hoboken, N.J., have developed a fiber-optic sensor or modulator.
