WASHINGTON, Sept. 30 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening remarks on Sept. 29 during the markup of the Protecting Employees and Retirees in Business Bankruptcies Act (H.R. 7370):
