ALBUQUERQUE, New Mexico, April 19 -- The National Organization for the Reform of Marijuana Laws issued the following news release:

Albuquerque Mayor Tim Keller has signed municipal legislation into law decriminalizing offenses involving the possession of small quantities of cannabis and marijuana-related paraphernalia.
