PROVIDENCE, Rhode Island, Aug. 29 -- Rhode Island Attorney General Peter F. Neronha issued the following statement on the increasing health insurance rate in the individual market for the Blue Cross Blue Shield of Rhode Island and Neighborhood Health Plan of Rhode Island:
