WASHINGTON, Jan. 17 -- House Majority Leader Steny Hoyer, D-Maryland, issued the following statement on Jan. 16 after the Government Accountability Office released an opinion that the President Trump violated the Impoundment Control Act of 1974 when he withheld military assistance from Ukraine last year:
