WASHINGTON, Jan. 16 -- The Senate Appropriations Committee issued the following opening statement on Jan. 15 by Chairman Richard Shelby, R-Alabama, at the markup of U.S.-Mexico-Canada Agreement Implementation Act (H.R. 5430):
