ATLANTA, Georgia, Nov. 7 -- The Georgia State Senate issued the following statement on the behalf of State Sen. Emanuel Jones, D-Decatur, on the results of the ballot referendum on how ethics complaints would be handled by the DeKalb County Ethics Board:
