WASHINGTON, Oct. 29 -- Rep. Joyce Beatty, D-Ohio, issued the following statement after the Health and Human Services Department awarded more than $12 million for Head Start and Early Head Start programs and nearly $4 million to improve drug prevention efforts in Franklin County:
