WASHINGTON, Oct. 29 -- The House Natural Resources subcommittee on National Parks, Forests and Public Land issued the following testimony by David Vela, deputy director of the National Park Service, at a legislative hearing on the Springfield Race Riot National Historic Monument Act (H.R. 139):
