WASHINGTON, Oct. 28 -- Rep. Marcy Kaptur, D-Ohio, co-chair of the House Auto Caucus, issued the following statement after General Motors and United Auto Workers agreed on a negotiated contract, ending a 40-day strike by nearly 50,000 GM employees:
