WASHINGTON, Oct. 16 -- The Senate Judiciary Committee issued the following testimony by Sen. Marco Rubio, R-Florida, at a hearing on the nomination of Robert Luck to be U.S. circuit judge for the U.S. Court of Appeals for the 11th Circuit:
