WASHINGTON, Oct. 17 -- The House Judiciary subcommittee on the Constitution, Civil Rights and Civil Liberties issued the following testimony by John C. Yang, president and executive director of Asian Americans Advancing Justice, at a hearing entitled "Legislative Proposals to Strengthen the Voting Rights Act":
