WASHINGTON, Oct. 1 -- Sen. Jon Tester, D-Montana, issued the following statement regarding news that Moncrief Oil and the Wilderness Society reached an agreement to permanently retire Moncrief's federal oil and gas lease in the Badger-Two Medicine:
