WASHINGTON, Sept. 26 -- Rep. Patrick McHenry, R-North Carolina, ranking Republican member of the House Financial Services Committee, issued the following statement in response to the Securities and Exchange Commission's rule to extend the test-the-waters accommodation to all issuers, enabling them to gauge market interest in initial public offerings:
