WASHINGTON, Sept. 19 -- Rep. Marcy Kaptur, D-Ohio, issued the following floor speech on a debate on a seven-week continuing resolution (H.R. 4378):
This bill extends federal government funding through November 21, keeping the government open and avoiding another harmful government shutdown. The legislation passed the House on a vote of 301-123 and now moves to the Senate.
